This PO has been received but we cannot find the receiving transaction in order to process the vendor invoice for payment.

Looks like you're using Binary Stream's MEM product. Most likely, the PO and/or receipt don't have a facility ID assigned to it. You need to use the Assign Facility utility in the MEM Admin menu to manually assign the correct facility to both documents.
