Good Morning,
We are currently deploying the export to Azure blob service for Dynamics Marketing. We are able to configure the export correctly, but the service immediately stops if we enable any network firewall rules on the storage account. We have added the IP addresses from here but the problem still remains. Remove the network firewall rules (eg allow all) and the export starts again. Are there other IP addresses that need to be added to allow the blob export to function?

Those IP Addresses for marketing are just a Part of the service: Outgoing email for example. However, there are far more IP Addresses involved on Dynamics 365 environments. You can read more on the IP Addresses on Power Platform URLs and IP address ranges - Power Platform | Microsoft Docs. Probably, you should check the JSON File for the first link (Azure IP Ranges and Service Tags - Public cloud).
