It happens to all users. We are not able to use the designer at all because the control does not load and leave the window blank. There is an update available but it fails when trying to update..

Does the issue happen for system admin account?
Can't even any of element be dragged to designer?
Try to check whether there is any update for your marketing application in D365 admin center and then clear browser cache.

Thanks for Your suggestion but it did not help. It looks like the Whole Control is not loading and nothing appears in the designer window.

Have you checked HTML source code, there are some attributes and tags to support designer,
please check whether the source code is blank, and try to paste following code into HTML source code for test.
