I am developing a report and would like to know how I export a report in MSCRM with csv extension separated by point and virtula (.,)?

As I understand your question that you want to build the Export CSV, Excel function, if this is right, you can use the default function of SSRS reporting.
The exporting to Excel or PDF is the default funtion of SSRS. You can use this function to export to excel file

There isn't anyway of changing the default CSV export function in SSRS - it will always use just a comma (,) - you would need to export to Excel first and then save from Excel in your custom format.
