Can I deploy Sandbox on premises for a customer on three servers? one for SQL , one for AOS ,and one for orchestrator, as recommended it needs three orchestrator servers, can it be done with only one orchestrator instead?

Instead of reducing the number of instances, you could create several Service Fabric nodes on a single machine (as explained in documentation), but it's questionable whether such an environment would be good enough for testing your application before deploying it too production.
