Monthly, Quarterly, Annual Sales Goals

Each salesperson in our group has an annual goal with bonuses based on quarter and month.  I want to use the Goals for them to track (based on closed opportunities) how close they are on each item.  Is there a way to link these all together as in parent-child or any push in the right direction to set these up at all is welcome.
