Data Encryption Problems

I have an odd problem with  data encryption in of my organizations  (using CRM 2015 On-Premise). I can't change activate the data encryption and /or change the key.

In order to try and isolate the problem, I created a brand new organization, completely OOB with no mods at. Data encryption got activated as part of the creation  process. So far so good. I then had a look at the data encryption dialog and it shows the encryption in Chinese (?) characters (as per the screen shot below).

Then I tried to change the encryption key and I get the following error:

The contents of the log file is not use much either:

Does anybody what could be causing this and how to fix it?

    Hi Peter V ,

    Hope you have added the logged in  user in " PrivUserGroup" of the concern OU.

    if not please add the user first , then try to run below Query on MSCRM_CONFIG Database.

    UPDATE [MSCRM_CONFIG].[dbo].[DeploymentProperties]

                    SET [BitColumn]=1

                    WHERE ColumnName='DisableSSLCheckForEncryption'

    Reset IIS and check if it works.
