One more option, in addition to Scott's and Alex's options:
There is an attachment management solution that is available from Microsoft Dynamics Labs, which allows you to store attachments on Azure. You can add that solution to your environment and configure it.

you might attach those pdf files to the notes, or you might use sharepoint integration.. or you might use some other option - the link below will give you a few more:

yes - you can attach documents either to the build in notes fields - or via SharePoint integration.
