Report copy user settings between databases

We are wrapping up the test phase of upgrade from GP2013 to GP2016. Part of this project includes moving away from Business Portal and starting to use Web Client for PTE entry/approval. I've had to manually set up all AD users in GP as ESS Limited Users, adjust Security Roles and Home Page content in the test environment to allow PTE entry/approval. Now that it's time to do the upgrade in production, I would like to be able to copy all the user information from the test environment to production.
This is very similar to the 'capture users' script used to move sql databases to a new server, but I believe that script only sets up the sql login information. I'd like to be able to capture the User ID setup, User Security setup, Home Page content, etc from the existing test database to the production database.
I am aware of the Copy User Settings on the User Setup card. That feature will not really do what I need it to do.
