I guess there is standard Security Role is available.
Please open the Security Role Setup window & type ACCOUNTING MANAGER* Role ID & check the Display Selected Tasks
you can assign the ACCOUNTING MANAGER* Role ID to the corresponding user under User Security Setup.
or follow Soma Suggestion of creating\Assigning Custom Role ID to users.

I believe the windows in the ADMIN_SYSTEM_004* task refer to the setup windows, not the update of the payroll tax tables themselves.

Interesting question. The Payroll Tax Update window, is not a window within either the Dex.dic nor the Dynamics.dic. Actually, a separate program is running - the payroll update engine. Look at Task Manager as you step through the process and you'll see another program icon pop up. The executable is named Microsoft.Dynamics.GP.TaxEngine.exe and it's located in the dynamics gp folder.
I removed that file from my installation, and was not allowed to run the Payroll Tax update. That said, you could either do the same at the user's workstation, or manage it through file security at the operating system level.

Are you talking about going to Maintenance | U.S. Payroll Updates | Check for Tax updates? If so it would appear you have to be a member of the SysAdmin server role as this was the only thing logged in my Dexsql.log:

Create a Custom Role ID with using the Task ID ADMIN_SYSTEM_004* and assign it to the users.
