I want to create an article that displays in the customer service Portal

As per the link provided by Brandon
However, one thing to be aware of is if you are not in the US region then the Language setting on the Article needs to mach that of the Portal (the portal by default is en_US). This presents some extra side issues as the internal KB control (on case) is setup for the internal users local language by default.
