As Direct CSP Partner: what's the difference between the License Based Pricing & Cloud Reseller offer matrix lists?

Hi all,

As you can see above there are 2 types of pricelist under the tab License Based Services: 1) License Based Pricing & 2) Cloud Reseller Offer Matrix.
Do you know which one is relevants or what the difference is?

I am asking this because a prospect wants to buy 5 D365 Finance licenses from us. In the shop in Partner Center the minimum is 20 licenses but in the Cloud Reseller Offer Matrix it says in column G that the Min. # Licenses: 1.
