In order to limit what pages/reports certain users can execute (just an example - some people need to post invoices, but should not see the Chart of Accounts), I have been using a permission set like this to remove the blanket Page 0 Report 0 permissions
Include: D365 BASIC
Exclude: Page 0 Execute, Report 0 Execute
Include: ALLOWED PAGES, ALLOWED REPORTS
We automatically received the 21.3 update and now this permission setup denies access to all pages and all reports. The result pane shows "Excluded" for both of the ALLOWED* permission sets, but I don't remember what it said before the update.
I can't see any documented change to permissions in this update. However, I have noticed that I can now stop excluding Page 0 and instead exclude each page I want to deny access to. This wasn't possible before as the Page 0 Execute permission always allowed the user access. It seems more sensible now, I'm just not sure why there is an apparent breaking change with no documentation and am wondering if it's intentional?

If you are using the standard permissions objects, it could be that these have been altered. The easiest way to overcome this issue is to make a copy of the permission set and in the copy enable this option:
Notify on Changed Permission Set
More information about this setting:
Specifies if you want to be notified when the original System permission set is changed. Note: This option is only enabled if the related notification is enabled.
The notifications can be enabled in My Settings, Notifications.
