Sort Code by location functionality in Inventory Management

We don't have Warehouse management setup in AX 2012 and I would like to use the sort codes on locations to sort the picking list in Inventory management but I have been unsuccessful. I have added sort codes for 3 locations and checked the manual sort option box for locations that are containing inventory of a single item . The picking list is still sorting based on alpha/numeric order of the location names. Please advise if there is a setup I have missed or if this will require customization?
