Events Portal with Dynamics 365 for Customer Engagement

Hi,

Is an instance of the events portal given for free when purchasing 10 or more licences of the Customer Engagement plan? Or is the events portal only available with the Dynamics 365 for marketing standalone package?

Also, does the authentication work as other portals?
