GP 2016R2 Web Client Error

I installed the GP2016R2 Web Client but I am receiving the error HTTP Error 503. The service is unavailable.  I have elevated the permissions the Identity user for the Application Pools and checked that the GP Session Central and GP Session services are running and that the relevant ports are open.  What could be causing this ?

    Make sure both the DynGPWebApp and DynGPWebMgmt application pools are started. Open IIS, then go to the application pools and check to make sure they are started. If they are not, right-click on the application pool, then click Start.

    I had checked that before and both application pools are started.

    Can you hit the non-https address of your web server? i.e., http://someserver.com. If you can get the IIS test page to show up, then we know the IIS server is accepting requests. Also, do you see an aspnet_client folder under your Default Web Sites folder? If you have installed GPWeb under the Default Web Site, then you are good, but if you have create a separate web site for GPWeb and Web Management Console, please verify that that site has the ASP.NET client installed.

    I am able to browse to the http address of the server and the IIS test page appears.  I also have the aspnet_client fodler under the default web sites folder and this is where the gpweb app was installed.
