Address creation

I have a doubt regarding address creation.
 
Some of the values are missing like Cities, Zip codes, regions in a country where my legal entities and and in country where vendors and customers are in.
Should I load only those cities, zip codes etc. where my existing vendors, customers are or find a complete lists of these.
If I only load those that I need right now I might have to create new records each time I want to create new address and if I want to prevent entering a wrong address.
 
I know there is validate by option, I am just wondering would the right approach be to load all the cities or only those that I need right now.
 
Anyone with experience on this?

    In my implementations, I hardly enabled the out-of-the-box address validation options. This only makes sense in case you have businesses in one or a few countries and can import data from a trusted source. In my implementations, it was used for loading the Dutch Postal codes (over 640000 records). 
    You mention that you want to prevent errors. In case someone needs to manually add e.g. a city to a country, there can be several data input errors, like a type or adding the country to the wrong country. Selecting e.g. a city with a typo is then not the correct data quality you aim for. In case the user must first go to the setup or wait for someone else to add e.g. a city, only delays the input of addresses.

    Thank you both very much for your inputs. 
     
    Have you meet earlier with the approach where I would only create those cities or zip codes which I am initially going to use, where I have customers or vendors.
     
    For example I have vendors in only 2 cities in a specific country, it would seem to me that loading and especially gathering data for example on all 10000 cities in a specific country (and all countries where there is business) would be a waste of time.
     
    In this case with each new vendor or customer with non-existing city, zip code etc. would first have to be added to address setup form.
     
    It would be really helpful for me if I could have a clearer picture of both approaches and their pros and cons. 
     
    I am doing it for the first time and it seems to me that it is a delicate setup where things can easily get messy down the line if not done properly.

    In case the validation for existing Zip codes, and Cities is enabled, you would need to load the full list. You can indeed for a quick solution import known address details, but who guarantees that there are no errors in your current list? Like Andreas mentioned, you can buy address details. It is also possible to use online address validation service providers like Melissa, Data8, and Loqate. You can create a customization to connect with such a service or have a look at the Data Quality Studio solution from To-Increase that can connect with these service providers using configuration.

    Hy,
    the basic setup is basic done in global address book/addresses/Address setup.
    Here you define for a "address number" which fields have to used within this address number. At Country/region level you associate a address number with a country. This defines which fields are in which country available.
    On all the levels below country (state, county, city, district, street) you can create or import data for that level above. E.g. States for Country or Street for a city, ....
     
    Means if you want to ensure that only valid addresses can be used within a specific country, you need to create/import all that information that is needed for the address number that associated with that country.
    Otherwise a user can type in whatever he wants.
     
    It is a common approach especially (in retail business) to import that address data of a country you are doing business to avoid wrong and misspelled addresses. Image a user needs to type in the address of a country even where he does not know the language.
    Address databasees for nearly all countries can be bought by address providers - or you have you own address database to be used.
