Purchase Orders that have retention for projects

We are in D365

We have purchase orders that finalize - I think automatically, but I cannot find a batch job that is doing this. We have sub-agreements that create a purchase order - the sub agreement has retention. When the PO itself is 100% receipted and invoiced, we cannot then use the function to release the retention on the PO because it is finalized. Is there another way to release the retention? Steps we were able to use to release retention are below:

295534: PA: Release vendor retained payments
1.
Procurement and sourcing > Purchase orders > All purchase orders (or) Accounts payable > Purchase orders > All purchase orders

2.
Select appropriate purchase order with retention

3.
Generate invoice under Invoice section

4.
Change the Default quantity for lines = Ordered quantity

5.
Enter an Invoice number and invoice date

6.
Line details > Line details tab > Select Release all retained amount radio button = Yes

7.
Post button
