Ability to prioritize all inventory to a specific customer(Government)

We are working on an implementation and the client is a contract manufacturer to both a commerical customers and the US Federal Government. There is a requirement that if the US Federal Government requests an emergency inventory allocation it means that all inventory even if consignment becomes avaiable for the US Federal Government for consumption and reservation. My question is what is the best possible solution to make it so the US Federal Governmenet essential always gets priority for inventory reservation?
