Workflow triggers with update as well as record assignment

I've looked everywhere for an answer to this, and no luck. So hopefully someone here has an answer to this. 

We have a workflow that sends out an email to a sales rep when we assigned a lead to said rep. The workflow is supposed to be triggered only when the record is assigned, and that's the way it was working until we updated to 2016 update 1. Now the workflow triggers any time the record is updated. 

Is anybody else experiencing this? Is there a fix to this?

    You need configure the workflow to be triggered by a field(assign to) instead of record update.

    The workflow is already configured to trigger when a record is assigned, but it's currently triggering with updates as well.

    Is there any other workflow, which is updating 'owner' field of lead?

    if not, just deactivate the workflow and activate again, and see if it still runs on change

    Just went through the audit history of the lead and found there's an update being triggered by another workflow, which seems to be updating the owner. So, that was the problem.
