SL 2015 CU2 Application Server is installed on a Windows 2016 Standard Terminal Server Environment, running with Outlook 2013. All Quick Send requests were working up until about 2/8/2019, when there was an apparent system restart. Since then, all QS requests fail with the following message:
02/10/2019 07:32:39 AM 22124 Quick Send Purchase Report not emailed due to an error:Retrieving the COM class factory for component with CLSID {3FA7DEB3-6438-101B-ACC1-00AA00423326} failed due to the following error: 80040154 Class not registered (Exception from HRESULT: 0x80040154 (REGDB_E_CLASSNOTREG)).
I uninstalled/reinstalled the Outlook Add-in VSTO, checked the server for Windows/Office installed updates (none since Jan 2019), etc. I can send an email directly from Outlook, but the Quick Send requests fail. How can I determine which COM object is not registered and correct the issue?

OK, the problem had nothing to do with Application Server, VSTO, or the Outlook installation. Something unrelated, as referenced by the client below:
The cloud datacenter was experiencing some problems over the weekend. In addition we lost a domain controller that was being used for DNS and I think these events lead to some extended issues with Dynamics.
