Are there such things in MR Report Library as Editor Functions?
How about Viewer functions? I thought all security would flow down from Report Designer.

The security roles in Designer do flow to Viewer. If you give a user the Viewer role, they can only access Report Viewer. They would only have access to view reports that someone else generated. But within Report Viewer there are permissions. You can click the Permissions button and then add users/groups and give them access to a report or a folder. So you could have a Viewer user that only has access to some reports.
Within the Permission in Report Viewer, there is View, Edit, Create, and Delete. User that have the Viewer role will only have the View option in Report Viewer. The other security roles would have all four options. You could changes these as needed. For example, adding a user with the Designer role would have all four options selected in the Report Viewer Permissions window. But you could clear the Delete option if you did not want that user to be able to delete reports from the library.
