Edit in Excel Error Message post first time installation

Activation of Edit In Excel add-in for the first time  results in Error Loading Metadata message:

"Please check server connection, verify the current user has proper access, and try again. Error message."

This is an upgrade to BC19 from BC14. SQL Server and middle tiers are in Azure unless users have laptop and VPN when directly hit Azure.

Any experience or suggestions how to resolve please.

    To me this does look like a networking issue. Ask your Azure Administrator for assistance.
