Reporting design consideration - Choosing ER vs SSRS vs PowerBI?

Hi All, 

I'm looking for answers on what should be the criteria for choosing what platform to use for different types of reporting requirements. For instance 

ER - Good for configurable documents, use it for most customer-facing documents or legal reporting requirements. Microsoft also recommends using ER over SSRS. 

SSRS - Can be used for documents, but it doesn't give configurable powers to the users. It can be used for analytical reports.

PowerBI - Use for analytical reports only. Consider license and pricing. 

What are the general considerations when designing?

    This topic is briefly covered in F&O documentation: Create reporting solutions. There they consider other options too, such as Excel; unfortunately it doesn't include ER.
