I have to agree with Yun that I cannot find that icon on my page. I normally setup SMTP and have setup the Outlook integration but has this been working and now broken or never worked?
Also, have you connected with your Partner to ask for help?

Please run the NAV setup again choose Add/Remove component button and then choose the option as per below.
Hi, I didn't find this button in my NAV2015 W1 version. Is this a custom function? Or Localization feature?

Ok, In that case please try to repair your Dynamics NAV setup with Outlook integration option, may be outlook integration option is not selected when you had install NAV.
it is not SMTP related
we are try to use the Outlook
the SMTP is not setup but other user able to send email
