Hey,
\When I filter on cities in my customer listing report it just shows up blank, try selecting from the full list, and search...nothing. We have thousands of customers in there, is there a setting I'm missing somewhere?

That field goes to Zip Code page. If you did not upload/added Zip code to that page my assumption is you cannot use the filter.
My suggestion is either:
1) Download all US Zip code (if you are in US) and upload them to BC through configuration package (you can use websites such as simplemaps.com/.../us-zips) or
2) Download them all from your customer list then add them (or upload through Configuration Package Table 225 (Post Code) ).
