In Dynamics 2016, I have multiple Accounts.  Each Account contain the same forms and the forms all have the same global option sets for users to select from.  Is it possible to modify the options for only one of the accounts?  If I make a change to the global option set it will reflect on all Accounts but I just need to change the options for one Account.  How can that be done?

You can do this by filtering the global optionset using Javascript onLoad of form. You must check for the accountid onLoad to modify the global optionset items only for this account.
