How can I prevent Tax ID duplicates?

I have a user requesting that I modifiy GP to prevent duplicate Tax IDs on the Vendor Maintenance Options screen.

Short of programming, what options do I have for making such a change?

We own Modifier and Extender and are on GP 2010 sp1

    A little VBA worked for me and wasn't as bad as I thought.
