Enable client IP in firewall to access UAT SQL Server

I am trying to access UAT SQL Server from UAT BI box using axdbadmin credentials. I get error - 

"Your client IP address does not have access to the server. Sign in to an Azure account and create a new firewall rule to enable access."

Application is on latest version PU30, it was not an issue few months back at another client. It looks like a recent issue.

UAT is at MS subscription and LCS->Project->UAT->Maintain->Enable access doesn't have any other Service type other than RDP.

    First you enable RDP access via LCS. This way you can connect via RDP to the server, open SSMS, and setup the firewall rule for Azure SQL.
