We request that Microsoft issue a NAV 2016 developer license (.flf) to allow us to complete the migration to Business Central. Additionally, if we go ahead with the efforts of downloading and installing NAV 2016 will this generate a key that we can use?

You cannot get a new NAV 2016 developer license from Microsoft today.

Installing NAV 2016 will not generate a key.

You’ll need to either retrieve your old .flf through your partner or move straight to Business Central with the help of upgrade toolkits.
