User can view all purchase orders. Need to restrict that the user can view only his order or there department workflows only. How can i setup security based on workflow id to all purchase orders. If query states a particular workflow then that role only see those purchase orders.

You can use eXtensible Data Security (XDS) to restrict the visibility of some records.
