why the statistics window of work center show the capacity of last year and include it in the total capacity of the work center?

Hi All, does anyone know why the statistics window of a work center show the capacity of last year and include it in the total capacity? I would assume NAV use the capacity of last year as a point of reference. But it doesn't make lot of sense to me to include it in the total capacity unless production orders could be scheduled back in time.
