Just to elaborate further on this so you understand how licensing in GP works. When you purchase a GP license, you also pay a year in advance for Software Maintenance. Every year your partner (in your case, out of business) will send you a further invoice for maintenance. By paying that annual cost, that is what entitles you to be able to upgrade your software (and access Customersource and all sorts of other bits).
If you have not been attached to a partner for a while, then you may find you have not been paying annual maintenance either and that is going to cause you some problems.
You can stop paying maintenance whenever you like - BUT - if you then want to upgrade, you have some pretty high costs to pay to come back up to date. While there is no obligation in any way to upgrade, you will start to run into issues when trying to do things like buy new servers and workstations as the system may not run on newer versions of software - and you would struggle to get support.
The version you currently have (9) is way out of date as is 10 that you were looking to install in your test environment. I can only agree with Richard, you need to get reattached to a partner so that they can advise you on the best route to get up to date. The latest version of GP is 2013 R2 and 2015 is due out about Christmas time.
You may well need to do a bit of a review of your systems - SQL 2005 is also extremely outdated now.
