Can you have a System Settings (unmanaged) solution?

I tried to export a solution having nothing but the system settings.  It exported without any hiccups but upon importing it to the sandbox instance nothing happened.  My specific "validation" check was the session timeout setting going from 1440 to 720.  I read https://community.dynamics.com/crm/b/gonzaloruiz/archive/2012/06/05/crm-2011-transporting-system-settings-with-solutions which is old (v2011) but lists specific entries that do not export; it still seems like nothing transported.

I did publish customizations after a successful import.

Can this be done?  Does it need at least one entity in the solution (unexpected because I've done Security Role only solutions before!)

This is using 365 on-line.

    As per Gonzalo's article, not every system setting is exported. I don't know if the session timeout is one of these. You could extract the solutions zip file and have a look to see if it is included in the export, though it is still possible that it may be excluded during the import

    The alternative could be to use the Dynamics 365 Configuration Migration Tool from Microsoft:

    www.nuget.org/.../Microsoft.CrmSdk.XrmTooling.ConfigurationMigration.Wpf
