one of the customization is that I have created a new workflow to send an email to a specific users but after publishing I have to re-select the users again on the live server for the same users. so what is the best practice to do that? is there any solution no to edit the workflow on every time I want to publish a new solution?

You can have custom entity named"Email users" where you can list users to whom you need to send email. in the workflow pls include this users like"user1,user2 "etc. in the CC. Whenever there is change in user or email, just modify this entity record alone. no need to modify the workflow.

Where are u configured the users list in Dev?
