How do I get business alerts running?

I am trying to create a business alert for a client that uses sql2008r2. I have enabled Database Mail and sql mail under surface area configuration and updated the stored procedures to use DB mail. I have also enabled dbmail under sql agent properties and alerts I have created a Database mail profile and made it public and default. Outlook wasn't installed on the server, but we installed it just in case.

I have also changed the login under services for sql2008 and sql agent to a network service with a domain admin login

I still get the error

Either there is no default mail or the current mail client cannot fulfill the messaging request. Please run outlook as the defualt mail client

Any help would be greatly appreciated
