Is this only happening with one booking for a specific user
Can you manually assign that booking to another user from within the booking record?
Are there other Booking records where this issue is occurring
Any errors that you are getting on your end
Anything thing changed within CRM that may have caused this issue

No it is happening to every booking when I am going to reschedule the booking from one resource to another an Error is pop up "Use Rebook Button" but still it cannot be rescheduled.

Can you capture network trace/console log to see what is going on.
This will help to narrow down the cause of the issue
Can you confirm if all Wfs are in activated state?
