Dynamics 365 Licensing

Hello community, how are you? I have a small question. In my company's Tenam there are several users who have Dynamics 365 f&o licensing, but when they consult the licenses assigned by the Tenam, there are some users who can access Dynamics 365, but others have permissions but no licensing and still access Dynamics 365 f&o. Can you explain to me more or less how the Dynamic 365 licensing functionality works? NOTE: I consult through the systems administrator and the "USER LICENSE ESTIMATOR" option is not visible, it was before.

As of now the licensing model in Dynamics 365 F&O is on a trust basis. I.e. unlicensed users will be able to use the system, but you are not compliant with the licensing agreement and need to buy additional licenses if you get audited.

This will change soon, as Microsoft is implementing license enforcements like we see with D365 Sales.

    Hi Francisco,

Your question couldn't come at a better moment. On March 28, Microsoft announced the enforcement of licenses for F&O users.
License requirement reports are now calculated in Power Platform Admin Center (PPAC) and also presented in LCS. Multiple announcements and emails were already broadcasted by Microsoft.

The license estimator report has been deprecated, together with some license indication fields on roles, duties and privileges. Jonas already shared a blog with information. Since the announcement and my blog, there are updates done by Microsoft and it is improving. Ensure you review the new reports and act accordingly. In case you think the outcome of the report is incorrect, you can try to get help here on the forum or log an incident for Microsoft Support.
As of September 1, users will get in-app warnings in case no correct license is assigned. A hard enforcement will be in place as of November 1.
Note that there are some exceptions, e.g. in case a client has a renewal of their F&O licenses, I thought between April 2025 and September 2025.
