Can anyone tell me if RMS is compatible with First Data North and/or First Data Omaha?

Not sure if I would be trusting a 2 year old document that was written 2-3 years before it was updated to the new look.
Neither ICVerify or PCCharge are PCI compliant with its RMS implementation.
If you want to use FDC, you must go through TSYS or use Microsoft's Dynamic Online services that can use FDC too.

is there an applet that brings the TSYS option into the EDC software dropdown and is the Microsoft Dynamics ONline Service competitively priced?

The EDC option within RMS natively uses TSYS. If you want to use anything else, it requires an add-on or go through the TSYS network.
The Dynamics prices are listed when you click on the more info button in SO Admin | File | Configuration | EDC tab | select the Use electronic... | Drop down to MS Dynamics | click Sign up now and click the Providers tab..
Whether they are priced right is up to what you can negotiate with your processor. In the credit card biz, _everything_ is negotiable.
