Sales order - Shipment in Output order

Hi,

I have an issue in AX 2012 r2 wherein user has done the picking list in sales order for 100 qty for item A. In Picking list registration user has changed the picked qty to 75 and did update all. handling status in picking list registration is now completed.

In the output order form, inventory order qty is 100 and qty not in shipment is 25
Now I want to close the output order but system is not allowing me to do with error "Output order no.... cannot be deleted. All related lines to the output order must have a status that comes prior to Picked".
Picking list button is also disabled.
Please suggest . Thanks in advance

Can you End the output order (it's under the 'Functions' button, I think).
