In two of our Dynamics 365 instances (both online instances, both version 9.1.0.6031), we've encountered an bug:
Customizing the order in option sets does not work.
Apparently custom order, alphabetical order, and the values of option sets are entirely ignored upon saving.
I don't recognize any pattern or logic in the resulting order.

No, still don't work, just as the first time.
In the gif it's not clear what is the other options value . BTW , did you tried with the value with ordering like 1,2,3? ..so 1 should display first. Make it simple , you can try with another optionset with 3 or 4 options , I am pretty much sure my suggestion will work for you . I did test in my trial and it's working fine with the values.

Yes me too having same issue seems this is a bug , otherwise what is the meaning of arrange icon.
This should be a bug. I have checked in 8.1 version , order are working fine.
Here is the work around -
Try to change the value in the order you need , the option set items will be automatically ordered. For example if you have below option set -
First Option - 1111
Second Option - 1112
Third Option - 1113
If you want to make "Third Option" in the first position you need to change the values less than other values -
First Option - 1111
Second Option - 1112
Third Option - 1110 ( Value should be less than other values)
