It seems that vendors including Microsoft want to encourage users to use only their proprietary platforms and not use off-cloud or own storage for optional backups, which for us is not an option, we must be able to have and use a local restorable backup of all cloud data.

Dynamics offers backups, but they're kept under Microsoft Dynamics infrastructure. Retrieving a local copy is not directly possible. However, on AppSource there are a few options that offer local copies:
