in the sales quotation lines there is a field with name Cost Price , what is the usage of this field ?

Its a field you can add so its your decision on why/whether to sue it.
You can do price simulation in Sales Quotations and cost price might be useful to have to hand.

in my scenario i want to display the item average cost for the sales team during the sales quotation creation to guide them in item pricing , can i use this field and if not how can i get it in the quotation level ?
To answer your first question: The cost price field has no purpose in the sales quotation form. Otherwise it would have been included in the standard form. If you miss this, I would suggest that you post an idea on the newly released ideas site. ideas.dynamics.com/ideas
To answer your second question: If you want to make use of this field in the quotation, you have to customize it.
