Issue in starting batch service d365fo

I am working at cloud environment and I need to connect my cloud environment to UAT but batch service can't be started while connecting .
but I can connect SQL to UAT database
How can I fix this problem ?

    Perhaps you have not changed the web.config file. If you made all the changes related to connecting uat for debugging then check the logs in event viewer.

    I tried to connect the DB of UAT to my Dev.  From the blogs that I read when you change the web config you should stop the services of the Dev and then you should start the services except the Batch. I faced  the same issue when I forgot to keep the Batch service stopped. Also don't syn the DB after you change the Web config.

    I already followed the process and the error threw after changing web.config file

    I checked event log and found this error 

    Could not execute operation against the SQL Database. A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible. Verify that the instance name is correct and that SQL Server is configured to allow remote connections. (provider: TCP Provider, error: 0 - No such host is known.)

    Issue in starting batch service
    You need to identify the problem before you can fix it. First of all, try to start the service and check out the result. Then look into event logs for details.
