When a portal contact is accessing/viewing an case entity record
Can we know the "portal contact" from the plugin context of the plugin on "Retrieve Message" on Case.

Any other parameter in context which can differentiate between CRM User / Portal Contact
Unfortunately not as the [portal runs under the System account so under Retrieve message, you will see context of System account.

I don't think you can because system account is responsible to the data submit and retrieval from the portal not contact.
