User License Count report only show several users not all

Hi everyone,
 
About User License Count report, is there any rule for the users to be displayed in that report ?
When I run this report, only some users listed, while I still have may users which I have given Security Roles which I believe requires license as well.
 
In that report, there is statement of Compliance guide like page footer, as follow:
 
This report does not account for non-authenticated users who may be accessing the server. It is the customer's responsibility to license every
user accessing the server in accordance with the licence terms. Some users could be considered /External Users/ which do not require Client
Access Licences.
 
May I know what exactly is this ? 
Does it mean I have non-authenticated users ? How to check that ?
All users that I have were imported using the button /Import Users/ in Users form, so all is AAD / Entra Id. Some are member of the Tenant and some are Guest, and about this Guest, some user are also appeared in that report.
 
I also try to run the inquiry of Invalid Users from SysAdmin>Users, and there is no invalid users listed.
 
Anyone can share what I should do regarding this ?

    You can refer to this official document: Stay compliant with user licensing requirements - Finance & Operations | Dynamics 365 | Microsoft LearnIt provides totals for Unified operations, Activity, and Team members licenses. It also provides details about each user and the licensing requirements for each assigned role. Or you can refer to this blog post: dynamicspedia.com. It introduces about how to correctly set up external or guest users.
    External (third party) users do not require licenses (CALs). Third party users are users that are not either (i) the customer’s or the customer’s affiliates’ employees, or (ii) the customer’s or the customer’s affiliates’ contractors or agents. In this sense, the definition of third party users does not extend to onsite contractors, vendors, and users performing business processes on the customer’s behalf.

    Is there any batch job that run in the background for User License Count report ?
    Because I run this report after I assigned Roles to my users and as mentioned, I didn't see it in the report. A couple of time trying to run again as well as the next day with same result.
     
    But strangely today, the 3rd day I ran again the report, suddenly I can see those users that I added in previously.

    Yes, a batch job named "Named user license count reports processing".
     
    Make sure this batch job is running ->
