Migrating NAV 2009 to Business Cental online

We have an old server at our business.
It has a navision 2009 and we want to migrate this to business central online.
To do this we need to upgrade the database first to NAV 2013, then to NAV 2015 and from there we can migrate to online.
How can we get the licenses for 2013, 2015 on premise versions so we can do this migration?
I have the same question (0)

A development license or partner license is required. If you don't have it, you need to buy it from Microsoft.
    You can contact Microsoft directly.

    Hope this helps.
    Thanks
