Just wanted to add another possible consideration...KTL Solutions has a product called "KTL PR Security" that provides the security you are seeking in the payroll module. Not only does it allow for information to be restricted based on Division and Department fields (as Kelli notes about the HR Preferences function), but also provides ability to restrict based on jobtitle/position.
However, one important point to understand is that although the security works for standard/canned Smartlists, it does not provide direct security for lists created with Smartlist Builder. We've handled this pretty easily by setting up System Security User Classes and then set up Division, Department and/or Jobtitle restrictions in the Smartlist Builder restrictions window and applied them to appropriate user classes.

We ended up not giving them access to the reports and then created specific SSRS reports that they would need and put the shortcuts to those SSRS reports in their navigation pane. Our scenario is the users that we were limiting have an HR role in the company, not a payroll role. But one of the SSRS reports we created did include a Check History Report.

I am trying to do the same thing. I have been able to limit access to certain employees when they are processing patrol but I have found that they still has access to everyone's pay information when they run Payroll History Reports or Period-End reports. How did you limit access to this information?

Just wanted to update the post with our solution. We ended up using the Division field to set this up. Essentially we made our division field the same as our Employee Class and then we limited the access by division by going into Tools > Setup > System > Human Resource Preferences.
Although I have never used it, I have once read about a feature in the Canadian Payroll in Dynamics GP related to the employee level security, you may check Article ID: 862642
