Is there a parameter setting where permitting or not permitting the partial delivery?
It seems that at default, the partial delivery is permitted.

No. It is not possible without customization. you can achieve some extend through invoice matching functionality in (PO).
Purchase or Sales.
There's a 'Complete' flag on the sales order line - but I'm not convinced that this requirement can be met without customisation.

No. It needs customization.

Have you thought of Activating Overdelivery and Underdelivery in the A/R and A/P modules, and setting the Over and Under delivery percentages on all your items to 0.00?
