There are no dimensions set up within my environment however, on my G/L budget, both global dimension 2 and budget filter 1 are pre-populated but greyed out (see highlighted image below). I am unable to amend this nor can I amend the budget fields above. I am a super user. Other users do not have any data in their dimensions fields.
You could contact your partner and have them register a supportcase with Microsoft around this. Then Microsoft will check out if this is a bug or not.
Do you have multiple companies within your environment, or a test company? I've seen this issue lately and it appears to be a glitch with the program.
I noticed a Dimension populated and greyed-out that was not related to the company I was in, but is used in another company. So I switched to that company and noticed I had filters in it's budget. So I cleared the filters, switched back to the original company, and they were gone. It makes no sense why those filters would show across companies, but I have seen this issue several times - I've gotten in the habit now of clearing all dimension filters before I leave the Budget.
The G/L Budget Page is the only place that I have seen this issue.
